Colin C. Richard is a member of the District 15 Democratic Caucus and serves as an Area Coordinator in District 15 for the Montgomery County Democratic Party’s Precinct Organization. He is focused on efforts to support economic inclusion, good governance, and infrastructure.
Colin is a resolute advocate for democratic capitalism’s dual pillars of an inclusive economy and participatory democracy. After studying at Berkeley and then Georgetown Law, he has worked as a financial services and technology attorney for nearly a decade and a half. He lives in North Potomac with his wife and their four children.


Colin is an active citizen in the Upcounty and can frequently be found at neighborhood events, including the annual Poolesville Day and Potomac Day, running on Montgomery County’s abundant trails and roads, and volunteering in support of community organizations.
He serves on a regional advisory board, which advises on the Upcounty’s needs and priorities, reviews and comments on Montgomery County’s capital and operating budgets, and assists with strategies to tailor services to the Upcounty’s regional needs.
Colin is acutely focused on efforts to build Maryland’s future economy. He was an early supporter of Governor Wes Moore, volunteering with the Moore-Miller campaign to canvass voters across Montgomery County in advance of the crowded July 2022 primary and then for the November 2022 general.
